How we cover South Carolina

The rules in South Carolina
South Carolina licenses the trades separately. The Residential Builders Commission at the Department of Labor, Licensing and Regulation added a solar panel installer registration in 2018, but it does not cover the whole job: roof mounting must be done by a licensed residential builder, a registered residential specialty contractor with a roofer classification or a general contractor licensed for roofing, and wiring by a licensed residential builder, a licensed residential electrician or a mechanical contractor licensed for electrical work through the Contractor's Licensing Board. So a registered roofer can handle the mounts but not the wiring. City and county building departments issue permits, and local governments may also require a business license. Dominion Energy South Carolina, Duke Energy Carolinas, Duke Energy Progress and Lockhart Power answer to the Public Service Commission under Act 62 of 2019. For Dominion and Duke homes, systems applying since June 1, 2021 are on Solar Choice metering, with time-of-use rates, a minimum bill and monthly excess credited at a lower rate set each year, and those that applied between May 16, 2019 and May 31, 2021 keep full retail credit until May 31, 2029. Santee Cooper credits exports under its own rider, and co-ops and town utilities set their own rules and can change them.
Weather and roofs
Helene in September 2024 did South Carolina's worst damage in the Upstate and the western Piedmont, much of it by dropping trees on houses in Greenville, Spartanburg, Anderson and Aiken counties, and caused about 1.6 million power outages. On the coast, Hugo in 1989 is still the benchmark, Matthew in 2016 pushed surge and wind into Beaufort and Charleston, and Ian came ashore near Georgetown in 2022. The Pee Dee and Grand Strand flood in long rain events such as Florence in 2018, hail and ice storms reach the Upstate and Midlands, and salt air works on coastal racking all year.
Installer gone?
Pink Energy, the former PowerHome Solar of Mooresville, North Carolina, filed for bankruptcy in October 2022, and South Carolina's attorney general joined a nine-state letter that November asking lenders to pause payments for homeowners left with its systems. SunPower filed for bankruptcy in August 2024 and Sunnova in June 2025; both held state certificates to lease home solar systems in South Carolina, SunPower Capital from 2023 and Sunnova from 2015. The SunPower name now belongs to a different company. For any of these, the contract, the latest loan or lease statement and the monitoring app show who holds the paperwork now, and properly licensed contractors can still service the hardware.

The Charleston area covers Charleston, Berkeley, Dorchester and Colleton counties, from Mount Pleasant and the sea islands inland to Summerville, Goose Creek, Moncks Corner and Walterboro. Dominion Energy South Carolina serves most of the urban area, Berkeley Electric Cooperative, Edisto Electric and Coastal Electric cover the rural edges, and Santee Cooper serves parts of Berkeley County directly. Roofs run from metal and slate on historic downtown single houses to postwar ranches and large newer subdivisions in Summerville and Goose Creek. Hugo came ashore here in 1989, Matthew and Irma pushed water into downtown in 2016 and 2017, and salt air corrodes racking near the harbor and marshes.

Duke Energy Carolinas serves most homes, the Blue Ridge, Laurens, Broad River and Little River electric co-ops cover rural ground, Lockhart Power serves parts of Spartanburg, Cherokee and Union, and Greer, Easley, Seneca, Gaffney, Union, Clinton, Laurens and Greenwood run city systems. Mill villages, brick ranches, fast-growing subdivisions and lake homes on Keowee, Hartwell and Greenwood make up the roof stock. Helene in 2024 dropped trees on hundreds of homes in Greenville, Spartanburg and Anderson counties, and spring hail is a regular hazard.

The Midlands spread from Columbia across 11 counties, from Newberry and Saluda in the west to Sumter, Lee and Clarendon in the east and Orangeburg in the south. Dominion Energy South Carolina serves Columbia and much of the center, Duke Energy Progress the Sumter side and Duke Energy Carolinas parts of the north, with co-ops such as Mid-Carolina, Tri-County, Fairfield, Newberry, Black River and Aiken Electric and city systems in Orangeburg, Camden, Newberry and Winnsboro. Roofs range from Shandon and Rosewood bungalows to Lexington and Irmo subdivisions and lake homes on Murray and Marion. The October 2015 flood and Helene's 2024 winds both left damage across Richland and Lexington counties.

The Grand Strand is Horry and Georgetown counties: the beach towns from Little River to Pawleys Island plus Conway, Georgetown and the farm country to the west. Santee Cooper sells power directly in much of the Myrtle Beach area, Horry Electric Cooperative and Santee Electric Cooperative cover rural ground, and Duke Energy Progress and Georgetown's city system serve other parts. Condos and beach houses, golf-course subdivisions with homeowners associations and older inland farmhouses make up the roofs. Ian came ashore near Georgetown in 2022 with surge at Pawleys Island, Garden City and Cherry Grove, Florence's 2018 floods reached nearly 1,000 homes and businesses in Conway, and the salt air never lets up.

The southern tip of the state runs from Hilton Head, Bluffton and Beaufort inland through Jasper County to rural Hampton and Allendale counties. Palmetto Electric Cooperative serves Hilton Head, Bluffton and much of the inland area, Dominion Energy South Carolina serves Beaufort and parts of Jasper, and Edisto Electric covers parts of Hampton and Allendale. Gated communities with strict design rules, antebellum homes in Beaufort's historic district, military housing near Parris Island and the Marine air station, and inland farmhouses make up the roofs. Matthew in 2016 knocked trees onto homes on Dataw Island, damaged roofs on Fripp Island and pushed surge into Hilton Head, and the salt air is constant.

Fort Mill, Tega Cay, Indian Land and Lake Wylie are full of newer subdivisions with homeowners associations, while Rock Hill, Chester and Lancaster keep older mill houses and Chesterfield County stays rural. Hail, ice and summer thunderstorms are the routine hazards.

The Pee Dee is six counties of farm towns and small cities around Florence, from Bennettsville and Dillon on the North Carolina line down to Marion and Kingstree. Duke Energy Progress serves most towns, MPD Electric Cooperative and Santee Electric Cooperative cover the countryside, and Bennettsville runs a city system. Housing is brick ranches, farmhouses with metal roofs, manufactured homes and older houses in Florence, Darlington and Marion. Flooding is the big risk: Matthew in 2016 flooded Nichols so badly that more than 100 people spent the night in the town hall, and Florence in 2018 pushed the Little Pee Dee to a record crest. Spring tornadoes and hail add to it.

This region runs along the Savannah River from McCormick and Edgefield down through Aiken and North Augusta, then east to Barnwell and Bamberg, with the Savannah River Site in the middle. Aiken Electric Cooperative covers most rural ground, Dominion Energy South Carolina serves Aiken and North Augusta, Duke Energy Carolinas reaches Edgefield and McCormick, and Edisto Electric and Bamberg's Board of Public Works serve the southern end. Housing runs from Aiken's Winter Colony homes and horse farms to North Augusta subdivisions, lake houses on Thurmond and rural farmhouses. Helene in 2024 destroyed or damaged more than 1,500 homes and buildings in Aiken and Edgefield counties, and ice storms have hit the area too.

Under the Residential Builders Commission's rules, a registered roofer may do the roof mounting, but the wiring must be done by a licensed residential builder, a licensed residential electrician or a mechanical contractor licensed for electrical work. Any structural upgrade to the roof framing needs a residential builder, a registered carpentry contractor or a general contractor licensed for framing.
Plan on one. Permits come from the city or county building department, and requirements vary by jurisdiction, but taking an array off and wiring it back up usually means at least an electrical permit and an inspection. Local governments may also require each contractor on the job to hold a local business license.
On Dominion Energy and Duke Energy lines, Act 62 kept full retail credit until May 31, 2029 for systems that applied between May 16, 2019 and May 31, 2021, and newer systems are on Solar Choice metering. Santee Cooper, co-ops and town utilities have their own rules. Whether a reinstall with new panels or a new inverter affects that standing is a question for the utility, so it is worth asking before the array comes down.
All three went through bankruptcy: Pink Energy in October 2022, SunPower in August 2024 and Sunnova in June 2025. The current lease or loan statement shows who holds the contract now, manufacturer warranties generally stay with the panels and inverter, and any properly licensed South Carolina contractor can work on the hardware.
Owned panels fixed to the roof are usually covered as part of the house, subject to the policy's deductibles, and some coastal policies carry a separate wind or hurricane deductible. Leased systems are often insured by the leasing company. A solar technician's written assessment, photos and the monitoring app's production history help show what the storm did.
