Duval permits through the City of Jacksonville, which is consolidated with the county, so there is mercifully one building department for almost the whole area. JEA is the municipal utility and its interconnection process is its own thing. Jacksonville has a large residential solar population and a genuine shortage of companies willing to take over another firm's array, which is most of why we get called this far north. The Beaches communities add salt exposure and their own building requirements; the inland west side is ordinary suburban shingle work at scale.
