On the ground in Daytona Beach
The City of Daytona Beach issues its own permits, while Daytona Beach Shores, Holly Hill and South Daytona next door are separate cities with their own rules, and unincorporated pockets go to Volusia County. The city is FPL territory, beachside and mainland alike. On the beachside, around Seabreeze and south toward the Shores, homes are older block and frame with low-slope roofs, and salt eats aluminum rail splices, steel fasteners and connectors years ahead of schedule. The mainland mixes 1950s to 1980s ranches near Midtown and the Speedway with newer subdivisions west of Interstate 95, where tile and dimensional shingle cover big roof planes. Ian's rain in September 2022 flooded parts of the city, and Nicole that November tore away dunes and seawalls Ian had already weakened.
Beachside owners near Seabreeze and Main Street run into corroded racking and leaks at old roof penetrations. In the newer neighborhoods off LPGA Boulevard, Latitude Margaritaville among them, systems are young and the questions are about warranties and association approval. Around Midtown and the older mainland streets, the usual case is an older roof that needs replacing under panels from the late 2010s.

Only a licensed solar or electrical contractor, because a roofing license does not cover it. The reinstall usually needs its own permit and inspection through Volusia County or the city, depending on the address.
