Villages 1, 2, 5 and 9 lie in Osceola County and permit through its building office; the rest of Poinciana is in Polk County and permits there. The two counties use different systems and inspectors, so the address sets the process. Duke Energy serves both sides. Avatar Holdings, later AV Homes, built much of the community, and a few floor plans repeat street after street: single-story concrete block, hip roofs, dimensional shingle and short overhangs. Hip roofs split the area into smaller faces, so arrays here are often divided between the south and west sides. Investor-owned rentals are common, which means a roof job can involve an owner who lives elsewhere, a property manager and a tenant. Newer streets have few large trees, so arrays get full sun and houses take the full force of summer storm gusts.
Solivita, the active-adult community on the Polk side, and the golf streets of Cypress Woods in Village 1 bring association rules into every job. Elsewhere, a common problem is a system sold in the late 2010s by a company that has since stopped servicing it, now on a roof that needs replacing or leaking at a mount. Rental owners may prefer the work booked between tenants.
