Highlands County's building department, based in Sebring, handles permits for unincorporated addresses, and Sun 'n Lake and much of the land around Lake Jackson lie outside the small city limits. Duke Energy Florida is the main provider around Lake Jackson. Housing runs from 1920s boom houses near the Circle to block homes in Sun 'n Lake, a planned community whose streets borrow names from Coral Gables, plus manufactured-home and 55-plus communities along US 27. During Ian, gusts reached 78 miles per hour at Sebring Regional Airport, and the storm spawned a brief tornado in Lake Placid to the south. Heat and sun do the slow damage here, cooking connectors and wire insulation under the panels over the years.
Seasonal owners in Sun 'n Lake and around Lake Jackson often come back in the fall to a water stain under the array, or to a system that tripped off in a summer storm and never restarted. Near the Circle and the old boom-era hotels, steeper roofs and older decking slow things down. Race week for the 12 Hours of Sebring each March fills the roads near the airport, so roof work out that way gets planned around it.
