Permits depend on which government holds the address: Sumter County for much of the community, Lake County or the Town of Lady Lake on the older northern side, and the City of Wildwood for parts of the newer villages to the south. Exterior changes also go before The Villages' resident architectural committee, and the district government enforces the deed restrictions. SECO Energy, the cooperative based in Sumterville, serves most homes. The housing is concrete block with shingle on most designer homes, villas and cottages, usually with modest arrays. On the historic side, which began in the 1970s as the Orange Blossom Gardens mobile home park, many homes are manufactured, with lighter roof framing that needs its own mounting approach. Florida insurers often balk at shingle roofs much past fifteen years, which is a big reason the original roofs in the northern villages are coming off now.
Around Spanish Springs and the older northern villages, roofs from the late 1990s and early 2000s are being replaced, and owners want the array put back exactly as the committee approved it. Near Lake Sumter Landing and Brownwood, newer systems mostly raise warranty questions. Across the community, owners of courtyard and patio villas find that shared walls and tight side yards make it awkward to stage panels during a roof job.
